Yes, per ASME Section VIII, Div 1 Scope.

What is your jurisdiction. Where is it going?

If you're in Europe, you may want to design to a different code...

RE: asme code stamp requirement as per asme sec viii div-1

As metengr points out, such a tank falls within the scope of ASME VIII Div. 1.

But as I see it the query is not one of scope, but of requirements for stamping. As such, whether or not a vessel should be designed, built, and stamped to ASME, or GOST, or AS, or Stoomweezen, or any other code or standard is not a question of the scope of any of the codes or standards. Rather, the answer depends on what the jurisdiction in the location of installation requires coupled with what the client requires.

So... Figure out where the vessel will be installed, and follow the local laws there. Secondly, provide what your client asks for (and charge appropriately).
