say I have 100' x 30' x 8" slab with minimum reinforcement. where do I get/who should I call to get the cost of materials and/or labor.
shouldn't this be a contractor scope to bid?

A widely used and respected database: RS Means

Yes. But it is normally the engineer's scope to prepare a realistic cost estimate (before the bidding) so that the overall reasonableness of the contractor's bids can be evaluated.

It also depends on the amount of prep-work, formwork, etc required.

If you're just asking about the cost of the slab, then that's easy. If you're asking the cost of the project, then it's not necessarily so cut and dry.

engineers estimates are often based on unit rates since the contractors means and methods are not known. so for example, estimate $10 per square foot for concrete flatwork, your cost is about $30,000 (not including grading or aggregate base).

Around here standard concrete is around 250$ per cubic metre reinforced. Then it's just math after that.

Well, that is a start to establish the cost of the concrete in the project's area. As Jayrod and cvg pointed out, there is a lot more to the cost of a slab than just buying the concrete. Think, grading and subgrade preparation, forming and placing the concrete, finishing the concrete surface, and curing... plus the necessary "minimum reinforcement" labor and materials. RS Means will include these activities... if you learn how to use the data.

Many rod busters bid the rebar by the pound. I could share the cost per pound we see here, but that would be meaningless for your locale. As for formwork, concrete, and finishing that varies wildly depending on the job requirements.

This is precisely what you need RS Means for. It has escalating / deescalating indices for various regions. Frankly, I don't know how else you'd do it without querying local folks. CRSI might be able to assist.

I once had a project were site access was such that they had an extremely difficult time getting water there. Price of the concrete went up 300%.

I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.

RS Means as SRE has indicated twice.

That is literally the go-to literature.

Or become friendly with contractors in the area to the point where you can call them with these kinds of questions. There are a lot of engineers that do exactly that, make friends and then exploit them for free information.

I rarely do this so it wont make sense to buy RS means.
Can someone be kind enough to check the approximate price of 100'x30'x8" reinforced slab in Tulsa, Oklahoma using RS means.

a simple search on the internet comes up with promatcher concrete cost. they don't have the cost of 8" slab, but u can get a free estimate from them. the website is http://concrete.promatcher.com/cost/
