Partially Under Ground RCC Water Storage Tank Design??
(OP)
I am designing a RCC (16m x 24m x 4.25m) rectangular water tank which includes the 2 inside walls and tank is partially underground, so any one can provide the design example calculation or xls sheet to design this type of water storage tank??

Talk to your supervisor. He should be giving you examples and mentoring you.
However, a copy of "Moments and Reactions for Rectangular Plates" by the United States Department of the Interior Bureau of the Reclamation is the place to start. It's out of print, but you can find a free copy on-line.

Starting documents (if you're in the US):
PCA Rectangular Concrete Tanks
ACI 350-06
A decent summary of literature:

You'll also want a good understanding of proper joint design in concrete.
