Suppose I have Designed a pump of input parameters speed = 1000 rpm and power 10 kw in NX9

and want to scale it up just changing the above parameters and components should modify according to formulas created while designing the system.

Standard parametric modeling with interpart expressions should be able to handle that, otherwise take a look at product template studio.

Yes you could use KF, but i would only go down that route if you have a high degree of variation and custom build many pumps. If not then it is probably not worth the development time.

i dont want to redesign pumps agains for scale up. So plz give any reference material on KF.

Ok, Best place to start is NX Help -> Programming Tools -> Knowledge Fusion Help and Best practice there are also small examples in /UGII/dfa/examples/.
