I'm looking at my go-by dwg, only the stud bolt dia and plate size are specified, the welding of stud bolt to plate is not.

Is this not necessary? In my case minimum welding size will work.

If you're talking nelson studs, they're put on by a stud gun (i.e. the bolt itself is used as the conductor) and I believe they're considered fully fused to the point that failure will not occur at the weld.

HSA are welded on as jayrod12 says, they are fully fused.

If you are in the USA, the stud welding requirements are in AWS D1.1. If fillet welds are used, the code specifies minimum sizes that can be larger than typical. If you choose a smaller size based on strength rather than code requirements, you are on your own justifying it with your engineering judgement. Our general notes prohibit fillet welding studs without approval from the structural engineer.

Why not edit your general notes specifying that all HWS's or HSA's shall be fully-fused-welded to obtain equivalent or greater weld section of 3/16" fillet all-around? (or similar)
