I am looking for good resources that explain the Canadian Building Code wind and seismic provisions.

The building code up here actually is the best reference. Less confusing in my eyes than the IBC. Have you taken a look at it yet? Depending on what jurisdiction you're in (whether they've adopted NBCC 2015 or not) you may need the structural commentaries that accompany the building code.

But in all honesty, it has it's parallels to the IBC. That's why many an engineer can hop back and forth over the border without a giant learning curve.

One final edit, be sure of the code where your project is. Although the majority of the provinces are on board with the NBCC and issuing local building code amendments, some of the provinces think they're special and deserve they're own specific building codes (Alberta and Ontario for sure)

Then if you have more specific questions regarding the wind and seismic provisions after giving it a read-through, by all means post them. The people here will be more than happy to guide you. I don't personally know of any outside resource that explains the code stuff in general terms.

The Canadian Sheet Steel Building Institute has some good free documents with design examples using the code Link.

Nbc structural commentary is v good for wind. SEABC do a course "structural steel design for buildings" (which is good value for money), to attend this class u must buy andrew mettens book "structural steel for canadian buildings, a designers guide". As a foreign engineer with no seismic experience i found this book v helpfull for some basic seismic design (i.e. conventional construction) and some basic wind information. With seismic u will need to consider the building code plus the material codes (i.e. steel/concrete codes)
