Is there a school in the U.S. that can provide an associates degree in power engineering via distance learning?  Or, is there any closely related undergraduate degree programs available via distance learning?

Im not in the US but my experience has been that engineering faculties are reluctant to do external or remote studies but physics and such will.
In Aus each state has a central body which handles teriary admissions and this is a good place to start.
Try working your way through the phone book (or websites ) of closer institutions and fire in the question if there is a central body or part of the education dept, that might help you.

Most of our public libraries have annual guides to tertiary admissions. That may help.

I recall visiting your federal governments education dept web site once and that had a contact us link, after all they are there to promote education so they may help.
