Just curious how you all align the pier dowels between a circular pier and a two-way structural slab. Do you align them splayed at 90s and lapped directly with horizontal and vertical bars or do you rotate so the dowels come at 45 degree angles relative to the horizontal and vertical bars. Any reason to do one way vs the other?

Sorry, not 45 degree angle but radially out of pier. With 4 dowels they may potentially be at 45 degrees angle from slab reinforcing.

Why do you want to align the pier dowels with the slab reinforcement? Typically, I see the horizontal dowel legs equally spaced, coming out radially from the pier.

I'll go with outward radial because that's really the only buildable alternative that contractors can be expected to abide by. To truly moment connect the slab to the pier, you'd want to turn the hooks into the pier and align them with the slab bars which would be awful for constructability. It is for this reason that I usually consider columns and flat plate roof/podium slabs to be pinned for the purpose of proportionimg the slab flexural steel.

I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.

This sounds like a top-of-column condition not taking lateral loads. Detail same as rectangular. Consider column pinned at the top. I often use smaller bars (#5 say) as the dowels, 90-hooks turned inward, and lapped to the vertical pier/column bars (#9 or whatever size they are). This permits the column joint to have some moment capacity (it's never truly pinned) while providing a familiar construction detail.
