Taking out live load capacity

Taking out live load capacity

Taking out live load capacity

(OP)
IBC 3403.3.1 (alterations section) has a provision for allowing live loads less than what is required by IBC when that live load has been previously approved and is posted on signs.

I don't really see where this allows for taking live load capacity out of a structure as part of an alteration, for instance where new dead load is added to a member. But it seems to imply that a lesser live load could be "approved" that does not meet the IBC. Also, other people I have talked to say they have seen live load limits posted on things like mezzanines before.

So is there actually any part of the IBC/ASCE that specifically allows for taking out live load capacity to account for new dead load and posting this on placards? Or is this the only paragraph that touches on the subject? I couldn't find any others.
