I am working on the revision of an outdated O&M manual that is focused primarily on substations and substation equipment. I am trying to decide on the best approach for this type of manual in regards to the layout/format, how broad/technical it should be, and any other ideas that you have seen from other utilities that were very useful.

I have found a few manuals available online and they vary drastically in how detailed they are.

Any tips or recommendations are welcome. I want to get as much input both internally and externally.

O&M = Operation & Maintenance?

These two topics do overlap. If the intent of the document is the connection between operating and maintenance I think outage planning should be one of the main focus points. You will need to be as technical as required to describe how systems can be isolated/deenergized with minimum impact on adjacent systems. In my are we have a utility work protection code that we have to follow very strictly when performing this kind of work. You would want to, at the very least, discuss whatever work practices are in your area. Utility work protection is about keeping people safe. The most important time to think about safety is during operation and maintenance of equipment.

There is a British Standard

BS EN 82079-1 Preparation of instructions for use. Structuring, content and presentation. General principles and detailed requirements.

I have not read this, but looks like it gives the structure you need. Google it and you will find the BSI page does cross refer to other International standards.

If you are in USA, you may find an ANSI standard which is similar.

The IEC standards on the subject are
1) IEC 82079-1 Preparation of Instructions for use
2) IEC 61082-1-Preparation of documents for Electrotechnology
3) IEC 62569-1 - Information on Products- Principles and methods
4) IEC 62023- Structuring technical information and documents
ABB Sweden(Ludvika) has some excellent formats for instructions on On-load tap changers installation. You can get it from their site.
