I 'm wondering how to create multipage 11 x 17 drawings from beginning for GM?
Please advise

Use the GM Toolkit. If you don't know what that is, then you need to get registered to use gmsupplypower.com and get in touch with their GEES group to find out what all you will need to install.

You probably won't find one of those beyond GM training or through a 3rd party that offers training for these GM applications. From what I recall, it's pretty straight forward - invoke the DCS Simplified Drawing Utility for 11X17 formats and that dialog should be self explanatory once you get to playing around with it.

Each division of GM will require different dwg layouts / views so I'd strongly recommend contacting your GM point of contact (usually the GM DRE or engineering equivalent) and they might be able to provide you with either a hard copy of what your commodity dwg should resemble or even NX math/dwgs to use as examples.

The format is easy - it's all the data management/attributes that can be a pain.
