Dear Experts,
Could any one please clarify whether PWHT could be waived on the fillet welds for refractory anchors(310 SS mat'l grade) made on a manway cover on the channel side of a waste heat boiler with material grade SA-516-70N built to ASME sec-VIII div-1 but is Non code.PWHT was initially performed because of service.
So do you guys think that the new dissimilar fillet welds with throat thickness being 5 mm can be waived of PWHT requirements even if it is Non code.
if it is non code does exemptions under UCS 56 is applicable...???

The key is "for service". Only the Owner or his Engineer can determine if PWHT can be omitted from these welds.

Agree with stanweld. However, unless PWHT is required or mandated by the client for service, PWHT can be exempted for anchor pins which are not considered to be load bearing.

Further, 'shoot' the pins on. Have the insulation company use a standard capacatitive discharge 'welder' apply pins. [std practice for insulation pin application] This 'welder' just barely heats the substrate, and usually gives a braze, not a true weld.
This is called welding, but it's not. And even if there is enough energy to cause an actual weld, the HAZ is only small fractions of an inch deep. Assuming that the pins go on the OD, and the product stays on the ID, the HAZ will never see product. No problem can occur,
