I am trying to come up with a leak sealing solution which will be built in the client country with the locally available materials that complies with Asme. I use ASME BPVC VIII to spec the required pipe with welded lug plate combination.

I am trying to have a tee clamp with the branch lug thickness of 140mm made up of 516 gr 70 plate. This thickness is not available locally so the client has suggested that this be made up of 3 solid plates and welded together. The branch will be machined out of this welded solid. This will result in multiple longitudinal welds in the internal circumference. Is this an acceptable solution? My concern is that the additional welds could increase the risk of fracture/failure at pressure.

The design pressure is 65 bar and so I am trying to determine:
1) Whether machining a tree branch from block made up of 3 welded plates is an acceptable leak sealing solution and has been done before
2) Whether the multiple sections after machining reduces the integrity of the clamp
3) Are there additional calcs required verify this? if so where?
4) if there is a way to make this work by complying with asme
