If a PQR states that the GTAW process shall be used on root and fill with SAMW (groove joints) by ASME IX

it is performed to make a WPS with only the portion of SMAW which requires backing (back Weld -E7018 ) is allowed to make backweld with backcouging? or it is necessary to make a new pqr?

Assuming all other variables remain within the parameters of the PQR you may write a WPS for the SMAW. You might have your own reasons to write a new WPS but it may not be necessary... you can use your combo WPS for SMAW only. See QW-200.4. One thing to keep in mind is that you will not be qualified to weld the thickness of the original WPS or PQR. The allowable thickness deposited will need to be recalculated, you cannot take credit for the thickness deposited with the GTAW on the PQR.

I agree it's unclear but it can be inferred that the OP wants to write a SMAW-only WPS from a SMAW/GTAW PQR. The way I understand it is that he/she wants to backgouge a joint and use SMAW to back weld. If it's backgouged and back welded I assume it's not an open root, which would require a new PQR.
For future reference, there is a distinction between back weld and backing weld (see AWS 3.0). A backing weld is performed prior to filling the joint and is used as backing for the subsequent weld. What you're attempting is a back weld. For backing, on the WPS, list it as weld metal or base metal, as appropriate.

Open Root SMAW WPS would not require a new PQR....deletion of backing is only essential for welder qualification.
