If a reducer will be installed at discharge of centrifugal pump is it best to install as close as possible to discharge nozzle? thanks in advance for the advice.

Depends on why you want the reducer there and whether it is making the downstream pipe bigger or smaller. If smaller then costs will be reduced as soon as you make the pipe smaller.
