The 2013 California Building Code has Chapters 16 & 16A for Structural Design. I am designing a non-building structure similar to buildings. Which chapter should I use for design? Chapter 16 Section 1601.1.1 specifies the scope of application as, "Community college buildings regulated by the Division of the State Architect-Structural Safety/Community Colleges (DSA-SS/CC) as listed in Section 1.9.2.2." Does this mean that all other structures are to be designed by Chapter 16A?

In general, Chapter 16 will apply over Chapter 16A, unless one of the specific specialized building uses overseen by DSA apply. Check the matrix adoption table that is in the front of each chapter to identify applicable sections for that usage. Normal, non DSA governed structures, fall under the "BSC" heading in the matrix table. Each section with restrictions or usage limitations will have the applicable DSA category noted at the start of the section.

Is the building on a community college, public school, state public building, or hospital? If not it most likely under chapter 16.

If you are looking for the definitions of the acronyms such as DSA-SS, OSHPD 1, etcetera, look in chapter 1 of the CBC. As other have said, your project is most likely covered by chapter 16.
