ASME section VIII division I allows SS 316 and SS 304 up to 825C. These steels get sensitized at temperatures between 420-850C, so why the standard allows use of these material at these temperatures?

At the same time for L grades max. allowed temperatures (316L-475C &304L-650C)are lesser.

The Code does not specify the materials for corrosion service. The Owner or Engineer does. At high temperatures there is likely no liquid that would cause galvanic corrosion due to sensitization. In most cases only oxidation is of concern.

For 304 and 316, there are additional requirements on carbon content, see general note G12. You must specify a minimum carbon content of 0.04%. In the world of dual-certified steels, this essentially means you'll be getting 304/304H or 316/316H grades.
