My issued is the following
The tank that was built is a single deck pontoon floating roof.
The tank have two different seals, I´ll show you in the image attachment.
The grounding connection is done on the potoon and tank shell.
What is the risk of a lighting strike that can affect the tank, the zone where was installed the tank is highly dangerous due to lighting strikes.
This cable can resist the amperage that is drove to groung.
What are the calculations.
What can I do to enhance to prevent a fire (incident)

I don't work for them or have used them and I'm sure similar things exist to enhance your lightening protection, but it gives you a good idea.
