How smsll a plant?
Large expensive WWTP are no longer needed.  We recently replaced a relatively new $12 Million wastewater treatment plant with the following processes.
Treat waste water in two steps.
1. remove the solids
a. settling
b. mechanical filteration]
c. reverse osmosis
2. Neuter the germs with UV
a. subject filtered water to UV light.  UV will Neuter the germs.
b. Drink the output or release to the river.  Check periodically (daily) for germ count to verify adequacy.
