When a motor is wired for 220V and you have four wires green is grd., white neutral, red and black are legs. If the motor is to run on 220v, then doesn't both legs have to have 110 going in at same time, or does one leg carry 220 for low speed then switch and run 220 for the high speed. If it does then how to I remedy the problem.

Normally the speed change is done by the manufacturer.  I would wire it as 220vac.
