I have calculated an external pressure to VII-1 UG-28 and II.D.M (metric) Subpart 3 for number B.

but what are units for Pa in Step 6?

I assume MPa. Correct?

Correct. Take a look into Secc II Part D (metric), tables CS-1, CS-2, etc., you will see that "B" is expressed in MPa, therefore formula in step 6 of UG-28 will give you external pressure in MPa.
