I am interested in building a counterbalance mechanism. . I would like to create a counterbalance mechanism that moves vertical and set in any desired position.

That sounds like a really interesting interest to be interested in. But, you have given so much real engineering and design info. that others will find it hard to know where to start being likewise interested. We really can’t see what you are thinking (?), or looking at, from here. What are you actually trying to do? Show some sketches with dimensions, loads, member sizes, etc. etc. How high is ‘vertical,’ and how many miles away, from what is ‘any desired position?’ Look at your own question, there must be thousands of ideas fitting your description. You should start listing these, and when you get to one thousand, pick one that resembles what you want and describe it in some engineering detail and show us a sketch or two of it, dimensions, loads and all, and we’ll comment.

You haven't explained why you can't just buy the one in the picture. What's wrong with it? Cost too much? I think it costs less than it will cost you to make one of your own.

There are several types of counterbalances (levers, cables, etc.). They usually involve weights, not springs. Are you asking us to design it for you? You will get more results if you bring more to the table, like a design of your own. Not trying to be rude, just helpful.
