Is this a true statement??????? Since a .prt file in NX consists of a primitive and sometimes many valued features with valued expressions, this file should be known as the Database file for the part. Working with this Database part file we then have this report to a specification drawing or a .dwg.

In NX the "partfile .prt" can contain multiple bodies and other types of geometry / information , in NX the definition "Part = the model" is not correct.
The NX partfile , the ".prt" can also drawings, assembly information, NC operations, sheet Metal , mechanical simulations etc etc.

As pointed out, a .prt file can be something else which has none of what you described (a primitive and sometimes valued features with expressions). A .prt file can be NOTHING (that's picky), a single point, a datum, a CSYS, a curve, a surface (single sheet or a Body), a collection of sufaces (another Body type), a dumb solid with NO features (a Body) or a complicated 3D model with 100% associativity or parameters defining it - and that's just on the modeling side of things. You can have nothing in modeling and have an entire 2D drawing and it's still a .prt file.
Also, a .dwg has nothing to do with NX if you're meaning a file type - as pointed out already, a drawing is still a .prt file.
And finally, I don't feel that I work with a database nor have I ever encountered what I would consider a database in using UG and NX for 20+ years - I work with a 3D models which are sometimes sheet bodies and sometimes solid bodies, assemblies and drawings using CAD software.

I would say that Teamcenter is a database and .prt files can be in the database.
I would also say that Part Families can be made in a way that is similar to a database.

Regarding "is this a true statement" ... I don't see any statement, so I can't say whether it's true of not.
