I have a two way slab designed in 1960. only one or two legible drawings and they indicate bars similar to what you would expect nowadays for a two way slab. In that time frame was 40ksi the predominate steel strength? Seems 'safe' to make that starting assumption.

The bridges I've seen from that time period use 40ksi "intermediate grade". Not sure how well that translates to a building (presumably) slab.

I've also heard the transition between rebar grades varied from region to region. Where is this project?

20,000 psi allowable stress design for steel. That was pretty universal then. At that time, ultimate strength design was only used in aircraft failure analysis. Why would we design a building to go beyond yield?! That was then.
