This might be a silly question, but I need a point-blank answer. How hard can you make plastic? Can it be super-condensed? Could we effectively build structures safe enough for humans?

Already been done. Structural plastics have been used for over 40 years in a variety of applications.

Other material properties like strength and stiffness would be more important than hardness.

Glass- and carbon-fiber reinforced structural plastics are used for bridges and large aircraft. I'd think the main concern for buildings would be fire related - flammability, structural stability and toxic smoke production.
