Is someone know if circular cicling limitation of mating condition
Is no longer a limitation in assembly constraint

Basically that's true, since Mating Conditions were hierarchal you were not allows to create a set of constraints that created a 'circular reference' such as A > B > C > A. Also with Mating Conditions one Component had to Fixed, generally the first Component added to an Assembly, but you could have ONLY ONE fixed component even if two or more Components were tied to the 'ground' as that would technically be a 'circular reference'. However, with Assembly Constraints the relationships are 'peer-to-peer' meaning that they are NOT hierarchal but rather are solved simultaneously, similar to how the constraint solver used in the Sketcher works. In fact that constraint solvers used in sketches and assemblies are based on the same technology only in the case of the Sketch the solution is 2D while in an Assembly, it's 3D. This gives you more flexibility and allows you to better deal with more realistic relationships such as having more than ONE fixed Component or even having NONE if that is what's desired.
