Does AISC or similar provide guidance (weld type, electrode type, etc.) for CJP or fillet welding a 304L pipe to A36 plate? The air within the pipe will vary from room temperature to 750F and it will have chlorides in it.

I think there's a 309 electrode used for that material combination, but no ideas on the corrosion side of things.

I suspect you should be looking at ASME B31.3 and following their weld qualification rules.

I would be talking to either a weld or a piping engineer about this.

ER309L would work for 304L to A36. That electrode has enough chromium that the resulting electrode - base metal soup will still be stainless.

However chlorides could be detrimental to that "soup" and stainless base material

That is OK from a corrosion standpoint, neither the CS or the 304 will stand up to much if the chlorides are volatile (either low vapor point compounds or much moisture present).

Thank you very much all. Should a ER309L electrode be used if 304 or 316 is being welded to a high-strength low-alloy steel such as A992?

If a true HSLA: then most probably yes. Verify by setting out both base materials in a Schaeffler or equivalent (WRC92) diagram, keeping the weld geometry, process, dilution in mind.
