Dear,

Is there any standards for the design of a skirt support in the CSteel vertical (small:L=2m&D=0.7m)pressure vessel containing 700 l of compressed air @ 40 bar, 25 C°.
In fact I can't find in the ASME BPVC Section VIII DIV 1 any indication. Else should I do the sizing using my manual calculation?

You really need to get a mentor. Designing pressure equipment is not just "read a book and go do it". Find an engineer who is experienced with vessel design and work with them. Your "self-help" approach is likely to get somebody hurt. Only you won't even know it, since you made the mistake 10 years before the vessel lost containment and the victim won't even think to let you know.
