You have a circular tolerance zone of diameter 0.15. So if the horizontal deviation from perfect 1.9 is zero the hole can move vertically +/-0.075. However, if the hole is at the +/-0.075 tolerance extreme horizontally, it must be a perfect 24.5 with no deviation.

It's going to be impossible to inspect to this drawing as there is no orientation datum. One of the horizontal or vertical surfaces of the plate should be made a datum.

In addition to the already suggested "perpendicularity" datum for the 11.20 hole, I would recommend that the "perpendicularity" datum be added to the 4X 3.10 holes. In addition, for the $X 3.10 holes, one of the sides of the part should be specified as a datum to control rotation of the two planes around datum axis X. This will keep the 4 holes aligned "parallel" to the side of the parts. Without it the (4) holes as a pattern can rotated 360 degrees and still me the GDT requirement.
