What is your understanding of UCS – 85(c)

Here is UCS-85 (c)

(c) The material used in the vessel shall be represented
by test specimens which have been subjected to the same
heat treatments above the lower transformation temperature
and postweld heat treatment
except as provided in
(e), (f), (g), (h), and (i) below. The kind and number of
tests and test results shall be as required by the material
specification.
The vessel Manufacturer shall specify the
temperature, time, and cooling rates to which the material
will be subjected during fabrication, except as permitted
in (h) below. Material from which the specimens are prepared
shall be heated at the specified temperature within
reasonable tolerances such as are normal in actual fabrication
.
The total time at temperature shall be at least 80% of
the total time at temperature during actual heat treatment
of the product and may be performed in a single cycle.

What don't you understand? I underlined important points to review. The concern is to validate by testing the properties of the steel subjected to re-heat treatment after forming or welding.
