Whenever I start the application and open a Model file, I have to change the Drafting Settings. The settings are like Decimal Places, Decimal Delimiter etc. I tried to set it in Customer Default but it did not worked. What is the correct way to set it permanently?

Customer Defaults is the place to do this...
But you should check, in there, the site settings(If any). It might be the company settings which are overruling yours.
Also check if you have the setting " Save user settings on exit " (out of my head) switched on...and if the path where your user settings supposed to be saved is accessible for you.

How can I check the site settings or company settings. Please tell me the path...

I deleted the user.mtx from its default location to change any site settings but no use at all...
and save every user setting before exiting the customer default....
what to do next...

You need to edit the templates you are using.
