we will be using a 7' chain link fence with barbwire instead of handrail around a steel platform.

will 1/2 clip angle and 3 bolts detail work on a 7' chain link fence.
I don't even know the approx. weight of this chain link fence.

will this get significant torsion on the beam due to wind load on fence?

maybe welding the post on the top of the beam instead, but could be mess with grating?

anyone done structural analysis of a fence and foundation.
our standard only use 12"dia x3' drilled pier so I'm guessing the forces are minimal.

I am sure you can get the fence and beam concept to work from a structural standpoint if you only considered wind load, but you may want to first check whether or not the fence is a code accepted barrier for a raised platform instead of guardrail. If the fence was required to resist the same loads as a guardrail, I doubt it would work.

I agree with MotorCity, it comes down to whether a fence can be considered a guardrail; structurally you can make it work. You might have to add horizontal pipes to make it look like a guard rail. The mesh itself is strong enough to protect someone from falling.

If you're estimating the weight of the fence 3 psf is plenty.

If it is expected to act as a guardrail, I would also consider using guard rail loads at 42" AFF
