After machining the slot the inside diameter Dia 11.35+/-0,015 should be constrained.

That is not what I meant. When you use this thing, what happens to the diameter?

If this thing is slid over an Ø11.6 pin and retained by friction, the Ø11.35±0.015 should be measured in the free state. You could specify the force required to slide this thing over a test pin, although I doubt the machine shop would like you.

Note that I said "If...".
