I need to clarify this Statement.

ASME Sec VIII 6-1 (b)
He/she is competent in the techniques of the Magnetic particle examination method for which he/she is certified, including making the examination and interpreting and evaluating the result, except that that where the examination method consists of more than one operation, he/she may be certified as being qualified only for one or more of those operation.

I have an AI stating that a person only needs to be competent in MT method to perform final inspection on DOT pressure vessel NOT certified. I've discuss the meaning of "competent" and "certified", What ASME Sec. V and ASNT-TC-1A states. I believe that the inspector that performs MT inspection on DOT pressure vessel should be certified to a program. Please clarify.
