Hi all, please advice the method to go about designing a annular raft for a tank ring beam. Could the choice be to design the strip footing/raft as per the method used is design footing for walls or I need to determine radial and circumferential moments.

I'm a bit confused by your description. Is the foundation you are designing a ring beam and supports a flat bottom storage tank?

There have been many discussions on this site about the need or otherwise for ring beams for storage tanks, and for design of ring beams if that type foundation is selected. I won't try to search through all these threads, but that should be the OP's first step.
