For Curb Barrier Lateral Loading - Non-Bridge
In the old AASHTO 17th Ed we had section 3.14.2 Curb Loading, Specifying Curbs to resist a lateral force of not less than 500 #/ft at an elevation of 10 inches above the floor of the curb. However, being superseded by the LRFD Bridge Design Manual, The only prescription for lateral loading I see is Chap 3.6.5 Vehicle collisions which specifies 600 kips ! and / or 13.11 Curbs and sidewalks which specifies crash test requirements. Question: Are the Crash test (TL) requirements and Design forces specified in A13.2 the way to go?

If this is for a building (parking garage), then the ASCE 7-05, in Section 4.4.3 gives barrier impact live loads as 6,000 pounds, applied at 1'-6" AFFEL.

What are you designing an at grade raised median or traffic barrier? If so, your state DOT will have standard details. AASHTO Chapter 13 is for a bridge parapets and railings. Chapter 3 is for substructure collision.
