We have an existing high pressure pipe that will be in the subgrade layer under the select fill material of MSE wall. I'm looking to protect this pipe with concrete saddle and transfer the load to the footings. Any suggestion how to design this concrete cover? thickness and reinforcement?

We can’t see what you are looking at from here. Imagine the hundreds of sketches which would fit the description you have given. And, they would all be correct, but not what you are dealing with.

I'm going to take a guess. You've got this pipe running through your soil. But, you're going to be placing a wall footing right over the top of the pipe. You want to make sure the load from the wall / footing doesn't damage the pipe in some way.

That's the best I can make out from your current description.

If it's what JoshPlum guessed than step your footing down and go over the footing with the pipe.
