I have a repair where I need to join GR1 to GR12. The application is cladding over carbon steel. Both Ti grades are bonded to the carbon steel and I plan to replace a small section which has failed in service due bad welding practise. The repair weld would laid on to a GR12 backing bar in the root of the butt weld.

I was planning to use GR12 filler for the PQR qualification. Does anybody see an issue with this selection?

No problem with filler selection.
The repair itself may be another issue.

Use ERTi-1. After removing the affected area,I would be more inclined to fillet weld a Ti Grade 1 strip over the repair Zone.

I presume that gr12 was selected for superior corrosion and erosion resistance. If you don't really need it then repair with gr1, but if you do then use the gr12 for the welds. It welds nicely.
