The few scupper drains with which I am familiar have removable plates in the deck proper so that with the plate removed, a suction hose can be easily inserted through the deck, through the scupper channel, and into the scupper drain, for vacuuming the pool.

The scupper drain and the bottom drain are also valved independently at the filter so the pump suction can be routed to either one or both.

That's pretty much all I know about pool plumbing. It sounds like you need a more comprehensive and authoritative source, like a book, real soon.
