You'd better include a schematic of the pumping system to help you find the problem .

Given that you are pumping lime i assume you are actually pumping a lime "slurry" or a fairly concentrated solution.
These type of installations are notorious for three things.

1) Blocking and clogging of the pipework. This will increase the head dramatically on the pump which ultimately causes reduced flow.
2) The intake becoming clogged or blocked by precipitation of the lime slurry in the supply tank due to poor mixing.
3) Dry running caused by one or both of the above damaging the pump.

How is the volume flow measured? If its e.g. an orifice then maybe its a bad flow measurement of the flow (blocked instrument tubing=less flow measured than actual)?

Lime slurry will precipitate calcium carbonate on all of the piping and the inside of the pump. Eventually the whole thing will plug up. It will be a continual maintenance nightmare. There are ways to get around this without using a pump

It's got the rest of us a bit cheesed off that the OP hasn't bothered responding to any of the posts..... hasn't looked since 6th March and isn't notified of any posts - waste of time doing anything more here I think.
