What are the requirements to be registered in New York? Can you receive a license by reciprocity/comity?

And yes, it is possible to be licensed by comity, although I don't know the specific regulations for it.

As a previous US immigrant, there is one NY idiosyncrasy that is unique to my knowledge. Full, permanent licensure is only granted to citizens and green card holders. Other immigration statuses are not accepted.

I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.

Check the regulations carefully. Just because you can get a NY PE, it doesn't mean that your company can get authorized to provide engineering services. Your company would need to qualify and be approved as a professional corporation in NYS.
