Allowable bearing pressure / friction on packed snow

I am trying to find any information on allowable bearing pressures and/or friction values for erecting temporary structrures on hard packed snow.  In addition, any comments on practical means of measuring the density (and consequently the performance characteristics) of packed snow would also be helpful.

Try www.usace.army.mil/publications/armytm  ... year during Brimfrost the army builds ice airfields, ice bridges, and erects temporary structures in central Alaska for Artic Warfare training.  It's a lot of fun. They are experts at it. Unfortunatly I can't give you any tips since I was not in on the engineering.  Was doing infantry stuff instead.
