Verification of passivation - A967 standard interpretation

Our company outsources to two passivation companies, both are required to "Passivate per ASTM A967, Nitric 1" and supply certificates. One company has an internal requirement to always verify effectiveness of passivation with each lot and the other will only verify effectiveness of passivation when requested. Both companies certify they meet our requirements even though the one doesn't verify effectiveness. It was my interpretation that in order to meet A967 you have to verify effectiveness with each lot. It's possible the company who does not verify passivation interpreted our requirement as meaning passivate following A967 specs and certify just the passivation process.
Items we need to work through with our vendor and revise requirements as necessary.

My question is, am I interpreting the standard correctly that effectiveness must be done in order to certify that A967 was met?

I see no wording in A 967 that requires verification of each lot, once you have verified your process.
If they have records of acid concentration, temperature, and times then they can say that they are providing the same process.

Thank you for the response. Sections 13.3 and 17 specifically are what led me to make my conclusion about verification testing. Are you saying that if they supplied us with process conditions, certificate of analysis perhaps, instead of verification testing, this would suffice?
I can tell you that we only get a certificate of conformance from this vendor, we do not get a record of their process conditions (section 17.2).

We do not supply either, but when asked we will show a customer our process, the process control records, and show where in the past this process has demonstrated passing the tests.
We will not supply process info on the cert.
