Tangent tension defines the tension value or weight that the tangent direction has. A higher tension value results in the spline being pulled more in the tangency direction.

Is it available at each point or only the ones which have a tangency defined ?
In NX you can define the "tangent magnitude" by dragging an arrowhead or entering a value, IF you have defined a tangent direction.
Right click a spline point,- define constraint, then three handles will appear, One spherical handle which can be used to define the tangent direction, an opposed arrow for the tangency magnitude and a normal arrow for the curvature ( Radius).
