What should be minimum spacing of service holes in floor steel joist please also provide the reference ???
Joist is 250 mm deep and service hole Dia is 63mm...

Not enough info to provide good answers. There are several variables to consider....

Where is the hole in the joist?
Are there multiple holes?
Have you checked shear with the reduced cross section?
Will the hole contribute to buckling of the web during bending?

yes there are multiple service holes in the joist and the joist is multi span i have provided the service hole in center of each span where the shear force is zero (center of each span) but clients wants more service holes...
one span is equal to 3.4 m (total 3 spans)
joist is carrying the floor cement board as floor cladding..
