Dear guys,
Given in UCS-79(d)(4) is a point which says that the reduction by cold forming from the as-rolled thickness is more than 10% at any location where the extreme fibre elongation is more than 5%
I have used a plate 14 thick of 516 grade 70 to roll it into a shell of 205 ID with elongation coming more than 5%. My question is, how do I find the reduction in thickness at the location where EFE is more than 5%? How can I say whether the above point is a yes or a no?

You can measure the thickness by UT thickness meter veru easily wherever you want, I could not undertsand your first question. You know the nominal thickness already, Nominal thickness minus measured thickness will give you how much reduction in thickness occured.
