I'm about to design a very simple emergency lifter its aim is to lift the workman while the man above the truck,it is required to be simply contains column and cantilever beam the column height=5m and attached cantilever beam length=4m

Does anyone have suggestions how the system can be simple and of course stable because it is required to be transferable?
Also how can I assume the impact factor over the cantilever beam if the man fall?

These are commonly manufactured safety items so you don't have to reinvent the wheel.

I know that but unfortunately I have no choice in the matter, I haveto do that

All of the OSHA Codes, which cover this type of work in the U.S., are available for free on the internet. This will get you started on some design loads that you are required to meet. Check with manufacturers of what you are building and they will claim their product meets XX standard, then just look that standard up.
One problem is that the person should wear a harness, and that seldom happens in reality.

You should also consider an impact factor for the vertical load...

If you're unable to fasten the assembly to anything competent, it seems to me that you'll need ballast on both the in plane brace and, possibly, any out of plane braves. I might provide two vertical posts and splay them out of plane for added stability.

I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.
