Hello,
I am basically trying to locate a handy reference (free or otherwise) that I can purchase to help me convert between european and american steel grades (say for instance S275J2 converts to 1019 CS) and also a handy reference that can help me understand what other best substitues can be used if one particular steel grade is not available.
I am not a materials expert and would like to find an easy reference that can be used to make some educated decisions during engineering.

It is better to have enough ideas for some of them to be wrong, than to be always right by having no ideas at all.

With that, the Key to Steel, and the ASM handbook you should have everything covered.
These don't change that fast, I update one of them every other year (so they get 5-6 years old).
