I am getting some erratic behavior in SW2016
if I have an existing sketch on the front plane and I go to add a new sketch on the front plane, if I try to draw a circle the circle appears. THen I go to dimension it and if for example I dimension the diameter as 1.8 mm the circle stays in the same position on screen but the other sketches zoom back. Essentially the circle I just drew changes positions based on the diameter I give it. No features are linked on this circle - i.e. no points tangents etc. If I change the value the circle no longer moves.
If however I redo this procedure on a new sketch and as an example put 0.5 mm into the diameter, again the circle looks like its in the same spot but the sketch just zooms back and the circle is actually moved closer to the origin.
Why would the positon of the circle move just by dimensioning a diameter if there are no other linked geometric features? This is driving me nuts because the movement is triple the work.
Also, I noticed that if draw the circle on the same sketch as some previous geometry, once I dimension the circle 1.8 mm in diameter, the rest of the sketch enlarges like a scaling thing.. WTF ? help!
And lastly - if I go to move geometry using the move command and enter x y coordinates of how far to move things, it does not always move exactly that amount to 8 decimal places - sometimes it moves a different amount.

In your case, my assumption would be you had no dimensions in the first sketch, created the circle in the second sketch, where your first dimension is used. The autosize feature is then attempting to do its thing in the second sketch, rather than doing so in the first.
If my theory is correct, then if you delete the second sketch and dimension one element in the first sketch this should no longer happen. Or, it's simply a bug.
Hope you're not using v2016 for production work--might hurt.

I have been testing SW 2016 for the past 3 months, up to SP2.0, no problems.
The software needs to be installed correctly, and the correct settings. Proper training helps.

I installed it with a fresh install on a brand new computer - so it did not have any previous version's settings on the system.
the setup was done completely by SW internal settings
Yes SP2.0 did resolve this problem however it created a new one
now whenever I want to click on an existing sketch, before it allows me to click the open sketch icon it goes through each curve in the part and highlights it - this can take a minute or two on complex geometries - how do I turn this off !

As for your issue, check your Video card driver... you might even go an get the latest released driver whether its supported or not. I am doing this all the time since I think most of my 2015 issues are video related. The certified drivers have not worked for me and sometimes the beta drivers fix some issues, but not others. Its a chance for you to take, but it might pay off.

All PC's are different. Each user has his/her own setup, which 'can' change the software habits.
I don't update drivers unless there is a problem that's related to them.
I have also seen other installed software that conflicts with SolidWorks.
At one company we figured out that if AutoCAD was installed, then SolidWorks installed, there was a problem with SolidWorks.
We had to uninstall everything, then reinstall SW first, then ACAD. Everything was good after that.
Weird.
