any idea of when VSR will be approved for ASME code requirements for stress relief. I know NASA and the Federal Government have used VSR on heavy welded structures, so why not ASME b&PVs?

To the best of my knowledge (and a brief search), there is no active item in ASME Section VIII (any Divisions) for this subject.

Please see the section titled "SUBMITTAL OF TECHNICAL INQUIRIES TO THE BOILER AND PRESSURE VESSEL STANDARDS COMMITTEES" in the front matter of any of the Codes. This is how such matters are brought forward - by members of the engineering community bringing them to the attention of volunteer committees.
